People forget the NOAA designation gives insurance companies protection and rights to either pay or not pay, and federal emergency funding.So it is not only climate change but money! Remember the sharpie incident on Hurricane Dorian in 2019? Apparently that was intended to ensure one of his favors in Alabama would receive payout because their property was in the “official” NOAA cone. (I can’t find the verification reference…apologies).
