The first two commenters are correct. Be assured, many of the children picked up in this manner have birthright citizenship, even if their parents are not documented (although they may be awaiting judication as asylum seekers.) But that’s really not the point of the cartoon. It’s that schools, hospitals, and churches are places where people congregate and the “criminals” can be detained on mass.
I can imagine ICE agents going to fine dining establishments and (after eating, but not paying,) going into the kitchen and arresting most of the staff.
